My undertstanding is that Empire "Power" is based on the levels of the building and the number of citizens.
There are a number of empires who rise fast just because they get MANY Lv1 chars into their empire. My bet is that these are just dummies accounts to leverage on the Empire "Power" calculation loophole.
A fairer way to calculate power would be
* Building has a stronger weightage in the calculation since it takes DAYS and tonnes of RES to build a level up a building (e.g. Lv12 Palace). This is not as easy as levelling a char. It takes TEAMWORK!
* Chars that are less than Lv20 should not be part of the calculation (to reduce the effects of the problem above)
* Levels of the citizens should be taken into consideration. E.g. an empire with 10xLv55 should have more power than another empire with 10xLv20. Perhaps, "Power" can be calculated by adding up all the levels of the characters (> Lv20) in an empire and divide by a fixed number to fit into the equation.
