My undertstanding is that Empire "Power" is based on the levels of the building and the number of citizens.
There are a number of empires who rise fast just because they get MANY Lv1 chars into their empire. My bet is that these are just dummies accounts to leverage on the Empire "Power" calculation loophole.
A fairer way to calculate power would be
* Building has a stronger weightage in the calculation since it takes DAYS and tonnes of RES to build a level up a building (e.g. Lv12 Palace). This is not as easy as levelling a char. It takes TEAMWORK!
* Chars that are less than Lv20 should not be part of the calculation (to reduce the effects of the problem above)
* Levels of the citizens should be taken into consideration. E.g. an empire with 10xLv55 should have more power than another empire with 10xLv20. Perhaps, "Power" can be calculated by adding up all the levels of the characters (> Lv20) in an empire and divide by a fixed number to fit into the equation.

Well it's true dummy accounts do add to power. However, I don't think it is really a problem. For instance, once the empire gets to 200 Power they can be warred. If they accept the war, they will lose the fee; if it is not accepted, they lose a random building level and a % of resources. Those low level dummy players won't do anything to help in war. War empires love to see empires with alot of inactive lv1s to boost power because it basically says "Please attack me! I am weak and helpless".
You have a good point in that Power does not necessarily reflect the empires true strength. However, you would still want to keep some Power bonus for low levels because it encourages new or low level players to form and join new empires because the see benefits from recruiting while working on resources. Also, to be fair, if you did end up increasing the Power addition for upper level players (which actually would be a good idea) you might want to look at Honor, historic contributions, and activity. Some empires have alot of inactive players or lv55s that don't do anything. High honor generally equates to better in war, historic (not current) contributions would allow monster hunter/res gatherers to be valued while last log in would allow for bonus based on activity.
Maybe Lakoo can look at this in a future update. It's more of a cosmetic fix though because I don't really see a negative side to a less accurate power reflection. It's a good suggestion though but they will probably focus on making new and exciting items/events/maps :) That's good!
Ok here is an idea. Why doesnt lakoo calculate honor by using a simple method. The total of buildings levels x barracks level + honor from war. War results and strength should be a reflection of the empires strength more than the number of players in the empire itself. It would make war more intense. Empires who 1st, top 5, top 10 should be given rewards. Emperors of these empires should be given elite fashion. Fashions should be used as a status symbol and what better than rewarding to top emperors who have spent so much time developing the game and recruiting players.
That's a great idea Lee! Epic fashion, mount or weapon rewards would be great and encourage alot more war and empire building. Maybe reset war honor to claim prize so there isn't a huge lead for just continually winning war. It would be cool to periodically have these rewards instead of a one-time deal (maybe good beta test for new stuff?). I'd suggest the emperor and a random player in the empire get the reward to motivate empire members as well. Great idea!

because there is level limit to declare war to empires, higher power empires are unable to to declare to lower ones so u see the top 6 empires practically hardly have war cause all are good friends except a particular one hiding behind card for past 6 months or so -.-.......
