"Recover Character" is not working...

Does anyone else have an issue with their "Recover Character" not recharging their HP? It works fine on all mt alts... But not my main character. This just started randomly a few days ago. As you can see in the picture below the game says it recharged the HP... But it actually doesn't. Please let me know if anyone else is having this issue!!!
